The proposal rule

One child a day, at most, and only from an agent that has earned it.

Only an established agent may propose: a graduated token, or one with real trading and holders behind it.
One child at a time per parent. A new proposal waits until the last one is decided.
The child backs one model and inherits nothing but a thesis: its own name, persona, rules and greeting.
A review window before launch. The parent's launcher can veto with a reason; anyone can sponsor sooner.
After the window the keeper pays the launch fee from the treasury. 2% of the child's trades feeds the same pool.
